Quiet by Design
Almost all noise control is retrofitted, expensive and partial. It is retrofitted because nobody was asked at the four moments when it would have been nearly free.

The four moments
Specifying equipment. A machine's sound power is a published figure and is almost never a purchase criterion. A replacement 6 dB quieter removes three quarters of that source's energy and frequently costs the same.
Laying out a space. Which activities sit next to which, where the noisy plant goes, where the quiet work happens. A layout decision costs nothing at the drawing stage and is unaffordable afterwards.

Choosing surfaces. Hard everywhere is a default rather than a decision, and reverberation follows from it.
And writing the brief. If quiet is not in the requirements it will not be in the building, and it is the cheapest line anybody will ever write.
Why it does not happen
Nobody owns it. Acoustics belongs to no discipline by default — not to the equipment buyer, not to the architect's core brief, not to facilities until there is a complaint.
It is invisible in the specification. A quieter machine looks identical on a comparison sheet where sound power is not a column.
The cost appears now and the benefit appears later, to somebody else's budget.
And the complaint arrives after everybody has moved on, which severs the feedback that would otherwise fix it.
What it costs to fix later
Enclosure, barriers, absorption, and eventually protection and programmes.
Each is real work with a real budget, and together they buy less than the specification decision would have.
And they are permanent overheads. A hearing conservation programme runs every year forever; a quieter machine was a purchase decision made once.
Where the leverage actually is
Sound power in the purchase specification. One column, one requirement, and it changes what suppliers offer.
Separation of noisy and quiet activities in the layout. The single largest intervention available in an office and it is a plan, not a product.
Absorption specified at fit-out rather than added afterwards, which is cheaper and better integrated.
And a measurement at handover, which is the only mechanism that makes any of the above enforceable.
The honest limitation
Some processes are loud and stay loud.
Design reduces; it does not always solve. Where the level remains high the protection framework is the answer, and pretending otherwise helps nobody.
The argument is that design should go first, not that it goes alone.
